That is a carefully accurate drawing of the Chrysler Building by Walter Simonson. Given that it was just for the splash page and had no bearing on the story – and was, in fact, completely unmentioned – it’s hard to see that he did it for any reason other the pleasure of it. For comparison, here’s a 1930 photo, shortly after completion:
