“Lower New York in a Mist,” an engraving by Henry Wolf from 1910.

Putting aside the formal qualities of the art, Mr. Wolf was being reasonably accurate in his depictions. The tallest building is the twin-domed Park Row Building, with the hip roof of the American Tract Society nearby, and the dome of the World Building way off to the left. We’re looking from the Hudson, to the west of City Hall Park.

Not putting aside the formal qualities, New York’s harbor in the rain is perfect for impressionistic art.
