That weird thing he’s kneeling on is part of one of the towers of the Manhattan Bridge. Here’s a nice general shot of the bridge, looking toward Brooklyn, from the HAER survey:

And here’s a close up of where the pedestrian walkway on the outboard edge of the deck takes a slight curve around the tower:

There’s a door into the hollow tower leg at that point, and that huge curved hood is a rain screen over the door and decoration at that point. Note the exposed bracing running up the side of the tower and the balcony above, both of which are visible in the DD drawing.
Also visible in the drawing: the spire of the Woolworth Building in the lower left, off in the distance. So DD is on the south side of the tower, and we’re looking west.
