Concern about the effects of pollution is not a recent phenomenon. I don’t have a date for this engraving, but the Twilight was around in 1880, so let’s say 1875 to 1900 are likely dates.

Note that Manhattan beach is in Brooklyn, east of Coney Island and Brighton Beach.
In short, ocean-dumping of garbage – maybe by the city of New York, maybe by the city of Brooklyn – was causing garbage to wash up on the resort beaches. This problem was eventually – as in many decades later – solved by the end of ocean dumping.
