It Looked Familiar: Background Only

Batman swings past some odd small buildings with a pair of tall buildings in the background.

The Whitehall Building (in front, shorter) and the Whitehall Extension, from the 1940 tax photo with Battery Place in front and West Street on the left:

A 1911 view of the two Whitehall buildings, looking west.

Note the small projecting wing on the taller extension that seems to reach toward the older building: it’s visible just above and to the right of Batman’s head. Note the small buildings of Little Syria between the east side of Whitehall (Washington Street) and the elevated over Greenwich Street. That was all wiped out for construction of the approach to the Brooklyn Battery Tunnel. Depending on what old photo was used for reference, maybe that’s where the foreground in the comic came from.
